Route everything through `ai-tool-gateway.service`, keep allowlists in `/etc/ai-sysadmin/allowlist.yaml`, and audit every action in `/var/log/ai-sysadmin/gateway.jsonl`.

Every prepare/apply logged and signed with HMAC or Ed25519. Key material lives in `/etc/ai-sysadmin/keys/`.
